The Wicked Witch of the West...
She shrieked,"After conspiring centuries it is finally within my grasp. But... you will have to pass this bill... to know what's in this bill." Then as she reached for her scepter, she mistakenly puts her hand into a bowl of water that somehow appeared from nowhere (water was strictly forbidden on the house floor since the reign of the old one began).
